Introduction
The United States Congress enacted Title II of the Higher Education Act (HEA) in October 1998, with the intent of improving the recruitment, preparation and support of new teachers as well as to developing new accountability measures in the form of new teacher preparation and licensing reporting requirements for institutions and states.
Title II seeks to ensure that new teachers have the content knowledge and teaching skills they need to teach all students to high standards. In addition, it also seeks to compile comprehensive national data on how well institutions prepare teachers, what states require of individuals before they are allowed to teach and how institutions and states are raising their standards for the profession of teaching.
Section 207 of Title II requires the annual preparation and submission of reports on teacher preparation and licensing from all states and corresponding institutions of higher education with teacher preparation programs. Two specific pieces of information are required, including:
In accordance with the reporting requirements of Section 207 the following data represent assessment results of Penn State Harrisburg program completers for the 2004-2005 academic year. It should be noted that the Educational Testing Service does not provide composite statistics when the number of individuals being tested in any Academic Content Area is less than 10.
Capital College, Penn State Harrisburg prepares teachers in a limited number of areas. Specifically, we offer programs for the preparation of elementary and early childhood teachers and for secondary level teachers in the areas of English, mathematics and social studies.
The total number of students enrolled in the teacher preparation program at Penn State Harrisburg during the September 1, 2004 - August 31, 2005 report period was 153, and the student/faculty ratio was 2366. The total number of clock hours required of student teachers is 456 hours.
The teacher preparation program at Penn State Harrisburg has been approved by the Pennsylvania Department of Education and is not designated as a low performing program.
