Principal Certification Program (30 credits)

The Program

The Principal Certification Program in Educational Leadership offered at University Park includes the option of pursuing the required courses at Penn State Harrisburg and/or online. The program is designed to provide the knowledge and training to be effective administrators at any level. All certificates are K-12.

Principal Certification Program participants will take courses in a specific sequence as a cohort.

Admission Requirements

Enrollment in the Principal Certification program requires admission to Penn State's Graduate School and to the Educational Leadership Program in the College of Education.

 To be admitted, participants must:

  • Hold a baccalaureate degree from an accredited college or university
  • Hold and submit a valid Pennsylvania public school teaching certificate
  • Schedule a personal interview with the program coordinator prior to submission of application materials
  • Complete a writing sample
  • Submit a Graduate School application and fee
  • Submit two official transcripts from each college and university attended
  • Obtain three references (using a provided form); at least two of these letters must be written by individuals holding supervisory or administrative positions in a school district
  • Submit an affidavit of experience documenting five years of teaching by completion of the program
  • Have achieved a minimum GPA of 3.25 in previous graduate work and/or a minimum of 3.0 in the last two years of undergraduate work

Application Deadline

Candidates may enter the program at the beginning of the fall semester, however all information must be received by July 1, since students are admitted on a rolling basis. Enrollment will close when the maximum of 25 participants has been reached. Additional accepted applicants will be wait-listed and their acceptance for the next cohort will be confirmed.

Penn State will make an institutional recommendation to the Pennsylvania Department of Education when a candidate successfully completes the requirements listed below. It is important to note that Penn State endorses successful candidates for certification; the Pennsylvania Department of Education officially grants the certification.

  • Successful completion of the following credit requirements:
    • 24 credits in educational leadership
    • 3 credits in internship
    • 3 credits in curriculum
  • Successful completion of a requirement in educating the disabled
  • Successful completion of the School Leaders Licensure examination

Academic Calendar

Courses will be scheduled in cooperation with the Educational Leadership program at University Park. For the convenience of participants, there will be evening and weekend courses varying in length from six weeks to fifteen weeks. Within the cohort, scheduling will allow participants to focus on one course at a time.

Cohort Groups

Participants will be admitted as part of a cohort group and take all required courses with their cohort.

Faculty

Principal Certification program faculty have excellent credentials as scholars, practitioners, and researchers. Their backgrounds, active involvement, and continuing research ensure that participants will be exposed to the most current practices.

Advising

Each participant will have an adviser at Penn State Harrisburg. Those considering future enrollment in the doctoral program at University Park will be assigned an additional adviser at that location.

Masters Degree in Teaching and Curriculum

It is possible to complete the 36-credit M.Ed. in Teaching and Curriculum in combination with the K-12 Principal's Certificate. Those interested in doing so would need to be admitted to both the Teaching and Curriculum program and the Principal Certification Program. Core course requirements in Teaching and Curriculum include 18 credits. The other 18 required credits are electives, all of which can be fulfilled by taking the courses in the Principal Certification Program

Course Descriptions

All courses are 3 credits each.

EDLDR 480 Introduction to Educational Leadership

Development of educational leadership. Relationships among local, state, and federal agencies. Introduction to current concepts, theories and practices.

EDLDR 568 The Principalship

Principles and practices of administration of elementary and secondary schools.

EDLDR 560 Principles of Instructional Supervision

Social and institutional settings for instructional supervision; functions activities and practices of supervision; supervisory case studies.

EDLDR 576 The Law and Education

Legal bases for education; rights and responsibilities of school board members, teachers, students and parents; due process.

EDLDR 533 The Politics of Local School Districts

Theory and practice of the politics and governance of local school districts; issues and methods in studying political decision making.

EDLDR 597 Leadership for Inclusive Education**

This course focuses on the role of school leaders in developing and sustaining an inclusive learning environment for all students, with an emphasis on students with disabilities.

EDLDR 579 Public School Business Administration

Resource management concepts and techniques for educators, focusing on the district and school level budgeting process, budget preparation workshop, and budget management.

EDLDR 540 Microcomputer Applications in Educational Leadership**

Development and use of simple to complex spreadsheet models to analyze common problems faced by educational leadership today.

C I 550 Overview of Contemporary School Curriculum**

An examination of current school programs and options and their impact on pupils, as well as problems introducing new content into the curriculum. Provides an historical look at U.S curriculum and considers people, policies, practices, issues and ideas relevant to the introduction of changes in the established school curriculum.

EDLDR 595 Internship for Principals

Guided experience in schools or other educational organization under the supervision of a graduate faculty member and the mentorship of a certificated administrator
